The idea that Shane saw his chance to get back in power makes sense on paper, but it really goes against everything we've ever heard about him. The rap on him was Vince liked Stephanie better (in terms of who he wanted to run things after him) because she had that same Vince killer instinct that Shane didn't. He was always pitching wacky ideas back when he was still thought of as the Heir Apparent like getting rid of the ring, and it always seemed like he was just never seen as someone cut out to run a place like WWE.
