Austin. Eddie may have had better matches than Austin (and personally I'll take Austin's matches with Bret over any of Eddie's WWE work that I've seen), but none of them had the impact that some of Austin's did. Austin changed wrestling forever. Eddie's an amazing wrestler who I love to death, but I can't really put him above Austin.
