I think it means when you are in a promotion that is almost exclusivly washed up guys on top (WCW) or kick/punch style (WWF), using a few holds on the mat makes you a "pure" wrestler.

When I think of a technical wrestler, I think of someone who could perform lots of wrestling holds, and perform them fluidly and convincingly... aka, with "technique". Dean Malenko was one of the smoothest wrestlers I've seen in wrestling, the execution of the moves he did was near-flawless. Granted, I haven't seen a Malenko match in some time, but that was the impression I got from watching them at the time.

 

Someone like Regal is more rough around the edges, and that's part of his charm. But I wouldn't really call it great technical ability. I'd categorize it as something else... what that something else is, I don't know.
